1. The co-chairs welcomed the commissioners to the meeting, and noted the apologies.

2. The co-chairs welcomed to the meeting the Rt Hon Michael Gove MP, Secretary of State for Levelling Up, Housing and Communities, and Minister for Intergovernmental Relations. The discussion which followed covered: inter-governmental relations; justice; the Barnett formula; rail funding; the Crown Estate; the Mayoral model; and the future of Wales as part of the United Kingdom.

3. The co-chairs thanked the Secretary of State for Levelling Up, Housing and Communities, and Minister for Intergovernmental Relations.
