The geographical area within which the scheme will operate is All-Wales.
2. Title of subsidy scheme
The title of the Subsidy Scheme is the Hospice Cost of Living Subsidy.
3. UK legal basis
Section 60 of the Government of Wales Act 2006 provides that the Welsh Ministers may do anything, which they consider appropriate to achieve the promotion or improvement of the economic, social or environmental well-being of Wales. This power may be exercised in relation to or for benefit of the whole or any part of Wales or all or any persons resident or present in Wales.
4. Objectives of the scheme
The activity being supported under this scheme is considered to be a ‘Service of Public Economic Interest’ (SPEI) on the basis that:
- the service is provided for the benefit of the public, and
- the service would not be provided, or would not be provided on the terms required, by an enterprise under normal market conditions.
The specific policy objective is to provide short term support to sustain clinical services delivered by hospices in Wales at existing levels and to help retain their workforce. As a result core clinical services being delivered by hospices should be protected.

The sector to be supported by this scheme is the Human health and social work activities sector. Specifically, the hospice sector.
8. Duration of the scheme
The scheme is from 1 April 2023 to 31 March 2024.
9. Budget for aid under the scheme
The total budget for this scheme is £4 million.
10. Form of support
All subsidy awarded under the scheme will be awarded by way of grants.
11. Eligibility terms and conditions
Hospices who are commissioned by health boards in Wales to provide clinical services will be eligible to apply for this subsidy.
12. Basis for calculating subsidies
The subsidy is calculated on the salary costs incurred for providing clinical services in 2023/2024.
13. Maximum subsidy allowable under the scheme
No hospice will be eligible to receive more than £1.1 million.
