Framework updates for September 2023.
eInvoicing
The new Basware eInvoice agreement starts on 1 October 2023. The existing Basware contract will then end. Going forward we will only cover eInvoicing service costs for those organisations who have already expressed an interest in participating. This new contract will not include catalogue orders/invoices or access to the marketplace.

Are you interested in events on a range of procurement topics, knowledge sharing with other procurement professionals? Visit the new Cyd.Cymru website where you can find all these things and more.
The next online Cydrannu webinar takes place on 21 September, more details to follow shortly. Cyd will also be attending Procurex Wales again this year, which takes place on 8 November, to provide an update on what they have achieved over the last 12 months and what they have coming up.
Cyd are looking for case studies that demonstrate best practices to share with the procurement community. If you have faced challenges, or had some success through a procurement activity, please let us know here.
Cyd have launched a beta of the procurement journey on their new website. To view the procurement journey, visit the Cyd website.

Changes to notifications to OJEU / TED after 26 October 2023
Since 1 January 2021, (the end of the transition period after EU Exit) higher value notices have been published on the UK e-notification service Find a Tender Service (FTS) as well as appearing on Sell2Wales. This replaced the requirement for them to be published on the Official Journal of the European Union system, with 2 exceptions:
- Transitional procurements (public sector contract opportunities that were launched but not concluded before 11pm on 31 December 2020).
- All notices relating to EU funded procurement exercises, have continued to be published on TED, as well as FTS and Sell2Wales. This has been managed automatically by Sell2Wales.
From 26 October 2023, OJEU are making changes to the TED portal which means that notifications from Sell2Wales will no longer be compatible. Notifications relating to transitional and EU funded procurements will no longer be sent to TED by the Sell2Wales system. Organisations can still notify TED of their procurement activity themselves.
The Sell2Wales system will be updated to reflect these changes after 26 October 2023.
