Introduction
The Independent Remuneration Panel for Wales (the Panel) met on Wednesday 26 April.
The aim of the meeting was to sign off the quarterly risk register, discuss Community and Town Council compliance and review the draft Communications and Engagement Plan. The Panel also considered queries received since the last meeting.
]Below summarises the Panel’s discussions and decisions.
Community and Town Council compliance
The Panel considered changing the compliance requirements for Community and Town Councils in relation to statements of payment returns.
The Panel invited representatives from One Voice Wales and the Society for Local Council Clerks to discuss the proposals and seek their views.
The proposals will be outlined in the next draft annual report, which will be published later in the year.
Risk register
The Panel signed off the revised risk register. This will be reviewed and updated each quarter.
Communication and engagement
The Panel discussed the draft Communication and Engagement Plan and agreed to update the document for sign off at the May meeting.
Once this has been agreed, the Communication and Engagement Plan, will be published on the Panel’s website.
Any other business
The Panel discussed and agreed 4 queries that had been received from 2 Community and Town Councils, 1 Principal Council and 1 individual, through the Secretariat. These queries asked the Panel for advice and clarification relating to processing of payments to Councillors.
Next meeting
The next meeting of the Independent Remuneration Panel for Wales will take place on Wednesday 24 May, where the Panel will finalise their communications and engagement strategy and discuss their Research and Evidence Plan.
