A toolkit for insourcing in Wales: interim report - 7. Conclusion

We will develop the draft toolkit, drawing on the key themes, lessons learned, and proposed criteria set out in this interim report.

In order to ensure that the toolkit lands well across the Welsh public sector, we will carry out additional engagement to seek feedback on the toolkit from a range of stakeholders, including:

• The institutional stakeholders engaged in the first phase of the work (relevant Welsh Government departments, WLGA, Cwmpas, trade unions, and Office of the Commissioner of Future Generations). Here, we are specifically wanting to sense check the rationale and framing of the toolkit and seek high-level views on the proposed criteria and levers. The proposed methodology for this engagement activity is an informal virtual roundtable - presentation from the CLES team, followed by a semi-structured discussion.
• Representatives from: Welsh Government, local authorities, health boards, further/higher education, transport, and housing. Here, we are wanting to test out at a more granular level the usability and applicability of the proposed toolkit and the practical application of decision-making criteria. The proposed methodology for this engagement activity is a series of follow up individual organisational interviews with Welsh public sector organisations previously engaged in the first phase of work – i.e., Hywel Dda UHB, Coleg Sir Gar/University of Wales Trinity St. David, WLGA, Neath Port Talbot Council, and Welsh Government (FM and ICT).

Key milestones for this next phase of work are:

• 31/08/22 - Draft Toolkit produced for engagement with key stakeholders. 
• During August - November - Engagement with Welsh Public Sector to seek feedback on the toolkit from key stakeholders. 
• By End December - Final report to be produced and toolkit published for the Welsh public sector
