The evaluation examines the implementation and outcomes of the Act through its five principles (and the financial implications of each). These are being evaluated through a consideration of how the Act has impacted on five domains, and is informed by Michael Patton’s (2018) Principles-Focused Evaluation (P-FE) approach which we are using as the framework for the study.
