Review of the impact of free bus travel on heavily congested commuting corridors
Professor Cole concludes that congestion is a problem faced by bus operators that is dissuading many commuters from even considering the bus.

His recommended solution centres on:
- significantly more bus priority
- Park and Ride (P&R) infrastructure at key locations, including those hubs identified in “Our Valleys, Our Future”
- “Mini” P&R at bus stops with high commuter demand (e.g. Taff’s Well, Rossett and Fabian Way)
- improved waiting facilities at bus stops
- easy physical interchange
- enhanced quality standards across the bus fleet throughout Wales
- effective marketing of the bus as a realistic alternative to cars
- better information at bus stops
- more early morning and late evening and/or Sunday services to meet more commuters’ requirements and to generally improve the visibility of buses
- the co-ordination necessary presents an opportunity to Transport for Wales (TfW) to bring buses and trains together into an integrated public transport network
