Evaluation of Welsh Government Warm Homes Arbed (householder survey): privacy notice

Welsh Government Warm Homes Arbed is a programme of area-based energy efficiency improvement schemes targeting improvements to homes in areas across Wales where households are more likely to be living in severe fuel poverty. The Welsh Government has appointed Arbed am Byth to deliver this scheme.

The Welsh Government has commissioned Miller Research to undertake an evaluation of the Arbed programme. This aim of this evaluation is to understand the management and delivery of Arbed, assess its performance against its stated outputs and objectives and explore wider outcomes and impact.

As part of this evaluation Miller Research will be gathering information through a telephone survey with individuals who have received energy efficiency improvements in their home supported by the Arbed Programme. Beaufort Research will conduct this telephone survey on behalf of Miller Research

The Welsh Government is the data controller for the research. However, Miller Research and Beaufort Research will delete any personal data provided through the survey, and anonymise the raw data, before it is shared with the Welsh Government.

The information collected during the project will be included in a report published on the Welsh Government website and possibly in other publications by Miller Research and Welsh Government.

Your participation in this research is completely voluntary. However your views and experiences are important in order to help inform Welsh Government policies.

Personal data is defined under the General Data Protection Regulation (GDPR) as ‘any information relating to an identifiable person who can be directly or indirectly identified by reference to an identifier’.

In order to receive support from Warm Homes Arbed the Welsh Government needed to collect personal information about you for the purposes of delivering, monitoring and evaluating the programme. Arbed am Byth is the data processor for your personal information on behalf of the Welsh Government. Some of this personal information - your name and telephone number has been shared by Welsh Government with Miller Research and Beaufort Research to undertake the evaluation telephone survey. Welsh Government deletes the personal information it receives from Arbed am Byth after it is has passed on.

Your participation in the survey is voluntary and if you do not wish to take part, your details will be deleted from the database held by Miller Research and Beaufort research. Miller Research and Beaufort Research will only use your personal information for the purposes of this evaluation.

The survey will ask you some questions that may require you to provide some additional personal data. These include questions about:

• the number people in your household and their ages
• changes in you or your household’s health
• visits to GP
• your household income
• your employment status

You can choose not to answer these questions.

As part of the survey you will be asked to provide your email address if you would be willing to take part in a follow up interview. Where you do indicate you would be willing your e-mail address may be used to contact you to arrange the follow up telephone interview. Participation in the interview is voluntary.

If you choose to provide additional personal data as part of the research we will not to identify you from, or link your identity to, the responses you provide. If you raise a query or complaint and provide personal data requesting a response, the researcher will forward the request only to the relevant official and subsequently delete it from the research data.

The lawful basis for processing information in this data collection exercise is our public task; that is, exercising our official authority to undertake the core role and functions of the Welsh Government.  Some of the data we are collecting is called ‘special category data’ (in this case information about your health) and the lawful basis for processing this information is that it is for statistical or research purposes.

Participation is completely voluntary. Research studies such as this are important for the Welsh Government to collect information and actionable evidence about its ability to deliver government priorities. The information collected in this research, for example, might be used to explore how Arbed has been managed and delivered and whether Welsh Government should support similar schemes in the future and the best ways of doing this.

All personal information will be held electronically. Personal information provided to Miller Research and Beaufort Research is always stored on a secure server. If you have agreed to a follow up interview then once your telephone interview is complete, your personal information will be stored separately from your interview data to ensure there is now way of identifying you or linking your identity to the responses you have provided. The data can only be accessed by a limited number of researchers working on this project. Miller Research and Beaufort Research will only use this data for research purposes. Miller Research and Beaufort Research have Cyber Essentials certification.  

Miller Research and Beaufort Research have procedures to deal with any suspected data security breaches. If a suspected breach occurs, Miller Research will report this to the Welsh Government who will notify you and any applicable regulator where we are legally required to do so.

All data gathered through this research will be reported in an anonymised format. It will not contain your contact details and any identifiable information in open-ended answers will be removed. Miller Research and Beaufort Research will use the information gathered to produce a report that will be published on the Welsh Government website. This report will not include any information that could be used to identify individual participants.

Miller Research and Beaufort Research will hold personal data during the evaluation contract period (May 2020 to August 2021), and any personal data not already removed during the transcription phase will be deleted by Miller Research and Beaufort Research three months after the end of the contract. This includes your contact details.

Miller Research and Beaufort Research will provide Welsh Government with an anonymised version of the data which will not include information that could identify you.

Under GDPR, you have the following rights in relation to the personal information you provide as part of this evaluation, you have the right:

• to access a copy of your own data
• for us to rectify inaccuracies in that data
• to object to or restrict processing (in certain circumstances)
• for your data to be ‘erased’ (in certain circumstances)
• to lodge a complaint with the Information Commissioner’s Office (ICO) who is our independent regulator for data protection
