I attended the Inter-Ministerial Group for Environment, Food and Rural Affairs (IMG) on 29 July.
We reviewed the progress of the secondary legislation work programme and I emphasised the Senedd’s expectation there would be adequate time to consider any legislation and proposed arrangements fully.
We also discussed border preparedness and, as this engaged both devolved and reserved competence, sought clarity around respective responsibilities, funding and governance in relation to this work.
I made clear there was no need for the UK Government to hastily consult on proposals for legislation in relation to the UK’s internal market. I insisted frameworks had been designed to help understand and manage divergence between the four administrations. Indeed, the IMG, at this meeting, agreed a refreshed approach to the finalisation of frameworks to ensure all reach a provisional and useable level by the end of this year.
