The evaluation found that the programme is facilitating cross-border collaboration at multiple levels.
The cross-border working encouraged by the Programme is providing benefits, through the transfer of best-practice, and development of relationships that would not have developed in the absence of the programme.
However, the programme’s result indicators present a complex picture due to the problematic nature of the indicators and the data used at the baseline and mid-term stages to measures progress towards them.
The authors of the report make nine recommendations on the future delivery of the programme.
