The draft Bill sets out proposals for a new legislative system for supporting children and young people, aged 0-25, who have additional learning needs.
Consultation description
The new system would replace the existing legislation surrounding special educational needs and the assessment of children and young people with learning difficulties and/or disabilities in post-16 education and training.
The consultation document should be read in conjunction with the draft Bill as well as the draft Explanatory Memorandum including Explanatory Notes and accompanying impact assessments.
In addition we have published an early draft of a proposed Additional Learning Needs Code along with an outline of our plans for implementation. Both documents are not subject to this consultation and have been published for illustrative purposes only to aid your consideration of the draft Bill.
The views of children and young people are being captured as part of this consultation through a series bespoke engagement events. We have also published a children and young people’s version of the consultation document together with an easy read explanation of the draft Bill.
