Read and comment on our proposals to change the amount of Heavy Fuel Oils that can be stored on a site under these regulations.
Consultation description
We want your views on our proposals to include Article 30 of the Seveso III Directive within the Planning (Hazardous Substances) Regulations 1992.
The Seveso Directive ensures that Member States have systems to prevent major accidents and that land use planning helps reduce casualties and environmental damage should and accident occur.
The Directive has changed the status of Heavy Fuel Oils from ‘Dangerous for the Environment’ to ‘Petroleum Products’. This significantly increases the amount of Heavy Fuel Oils you can store (the qualifying threshold) on a site before hazardous substances consent is needed.
We have prepared a draft partial Regulatory Impact Assessment. It assesses the likely impacts of the proposals.
