What to keep in mind when interpreting these statistics

Definition

In this data series a person is defined as being in persistent poverty if he or she is in relative income poverty in at least 3 out of 4 consecutive years.

Different source

The source for these statistics is the Understanding Society Survey; this is different to the Households Below Average Income report which uses the Family Resources Survey.

Impact of the coronavirus (COVID-19) pandemic

The Understanding Society Survey suspended face-to-face interviews in March 2020 and switched to a web-first approach. This changed was associated with lower response rates for some groups with weights adjusted accordingly. From April 2022, face-to-face interviewing was resumed for a small part of the sample. Caution is advised when making comparisons between Waves 11 to 13 (which include data collected between 2020 and 2022) and prior waves.
