The aim of this technical document was to highlight the changes in fuel poverty levels in Wales since the 2008 Living in Wales property survey.
This is not the latest release in the series: Fuel poverty estimates for Wales
A bespoke interactive excel modelling tool was used to come up with the projections taking into account changes in income levels and energy efficiency measures. The results were then formulated to show fuel poverty in all household in Wales, vulnerable households in Wales, social housing in Wales, and comparisons to national levels. The Hills Review definition of fuel poverty was also applied to Wales to act as an indicator of the impacts of this on the Welsh fuel poverty projections.
