This is the final report of a longitudinal study that examined the Welsh Government’s policies for local government.

It provides an assessment of local government performance in the period covered by the third term of the National Assembly for Wales (i.e. 2006/2007 to 2010/2011). It also examines the development, implementation and impact of the three guiding principles that underpinned the 2007 Local Government Policy Statement.
The report is based on in-depth analysis of existing data and a large volume of new evidence collected in the course of the study.
The data include:
- policy documents, national performance indicators, inspection reports, and the results of the Living in Wales survey
- two comprehensive surveys of senior local authority officers and councillors from all 22 unitary authorities
- interviews with 24 senior civil servants and Welsh Local Government Association (WLGA) officers with oversight of the main local government services
- eight case studies of the impact in key policy areas of the three themes which underpinned the Government’s policies for local government.
