The aims of the study were:
- to assess to what extent the Scrutiny Development Fund has succeeded in developing more effective scrutiny in Local Government in Wales.
- to provide a view as to whether the Fund provided value for money.
- to identify and describe any issues and lessons which might have implications for the future of scrutiny development in Wales.
