This accessibility statement applies to the manage homes and places service.
This service is run by Welsh Government. We want as many people as possible to be able to use this service. For example, that means you should be able to:
- change colours, contrast levels and fonts
- view the website in both portrait and landscape orientation on mobile
- zoom in up to 400% without the text overlapping for most content
- navigate most of the website using just a keyboard
- navigate most of the website using speech recognition software
- listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

Colour and contrast
There is insufficient contrast between text and background for some text elements (WCAG 2.1 success criterion 1.4.3).
There is insufficient contrast between some custom focus indicators with their background (WCAG 2.1 success criterion 1.4.11).
There is insufficient contrast between some informative non-text content and the background (WCAG 2.1 success criterion 1.4.11).
Page and content structure
Heading structure on some pages is inconsistent with the visual structure (WCAG 2.1 success criterion 1.3.1).
Some list items are not marked up semantically as a list (WCAG 2.1 success criterion 1.3.1).
There are tables with malformed ARIA (WCAG 2.1 success criterion 1.3.1).
There are some visually hidden elements included in the reading order (WCAG 2.1 success criterion 1.3.2).
Some headings and labels are insufficiently descriptive (WCAG 2.1 success criterion 2.4.6).
The language attribute is not defined for some elements which appear in a different language (WCAG 2.1 success criterion 3.1.2).
Keyboard navigation
Some interactive button elements do not receive keyboard focus (WCAG 2.1 success criterion 2.1.1).
The keyboard focus indicator is not visible on some components (WCAG 2.1 success criterion 2.4.7).
There are visually hidden off-screen elements that receive keyboard focus (WCAG 2.1 success criterion 2.4.3).
Some non-interactive elements incorrectly receive keyboard focus (WCAG 2.1 success criterion 2.4.3).
Keyboard focus does not remain on some activated elements (WCAG 2.1 success criterion 2.4.3).
Functionality of some elements require path-based gestures (WCAG 2.1 success criterion 2.5.1).
Text resizing & adjustment
The ability to reflow content is not fully supported on some pages, as some items require horizontal scrolling or are clipped with 400% browser zoom (WCAG 2.1 success criterion 1.4.10).
There is loss of meaningful content on input elements when zoom is set to 200% (WCAG 2.1 success criterion 1.4.4).
Form controls
Some labels for form fields are insufficiently descriptive (WCAG 2.1 success criterion 2.4.6).
Some interactive elements do not have a permanent label (WCAG 2.1 success criterion 3.3.2).
Interactive components
Some interactive controls are missing an accessible name (WCAG 2.1 success criterion 4.1.2).
Some interactive components are missing roles (WCAG 2.1 success criterion 4.1.2).
Some Interactive elements rely on a placeholder for their accessible name (WCAG 2.1 success criterion 4.1.2).
Search results not programmatically identified on some pages (WCAG 2.1 success criterion 4.1.2).
There are tabbed interfaces that are not programmatically determined using ARIA (WCAG 2.1 success criterion 4.1.2).
The current page is not programmatically identified on some pages (WCAG 2.1 success criterion 4.1.2).
Element semantics are inappropriately suppressed for some images (WCAG 2.1 success criterion 4.1.2).
Menu semantics have been applied inappropriately to some elements (WCAG 2.1 success criterion 4.1.2).
Coding
There are parsing errors in the markup of pages. These are technical failures for WCAG 2.1 but may not have a direct effect on users (WCAG 2.1 success criterion 4.1.1).
Disproportionate burden
To note, Welsh Government are not claiming disproportionate burden.
Content that’s not within the scope of the accessibility regulations
- Pre-recorded audio and video published before 23 September 2020
- Live audio and video. If a live video is kept on the site for more than 14 days, then it is considered a pre-recorded video and may no longer be exempt.
- PDFs or other documents published before 23 September 2018 - unless users need them to use a service, for example a form that lets you apply for a course.
- Heritage collections like scanned manuscripts
- Maps - but you’ll need to provide essential information in an accessible format like an address
- Third-party content outside of the control of the organisation
