How to lease a residential property to your local authority through Leasing Scheme Wales.

Overview

Property owners can apply to lease residential properties to their local authority through Leasing Scheme Wales. 

There are currently 20 local authorities taking part in the scheme.

The scheme’s aims are to:

  • improve access and affordability to homes in the private rented sector
  • provide longer term security of accommodation
  • improve housing standards
  • support tenants to maintain their tenancy
  • help reduce homelessness

Benefits

Property owners who join the scheme will benefit from:

  • lease terms of between 5 and 20 years.
  • guaranteed rental payments for the length of the lease, at the relevant Local Housing Allowance rate.
  • grants of up to £5,000 to bring properties up to an agreed standard and to increase the EPC rating to level C. Grants of up to £25,000 are available for empty properties.
  • any repairs of any damage to the property made by tenants being paid for by the local authority. (Subject to reasonable wear and tear, and the landlord’s liability for structural defects)
  • a guarantee of appropriate support for tenants, for the life of the lease.

Property standards

A property will need to meet certain standards to be eligible for the scheme, and your local authority will be able to provide further advice.

Grants of up to £5,000 may be available to bring properties up to an agreed standard and to increase the EPC rating of the property to level C. 

This funding could be extended to a maximum of £25,000 for empty properties.
