Principal Councils

The Independent Remuneration Panel for Wales determines the rates of remuneration available to elected members of principal council. 

Each councillor is entitled to a basic salary of £13,600 a year.

The Panel has grouped principal councils in to population bands and elected members with senior roles, such as chairs of committees or leaders are entitled to a higher level of payment relating to their authority’s population band.

Elected members are also entitled to claim for any travel or subsistence costs they incur when on official business, and they can claim for the reimbursement of costs of childcare or care (RoCoC) of a dependant adult.

Compliance 

Principal councils must maintain an annual Schedule of Member Remuneration detailing the payments it will make to members in the coming municipal year. This information must be published by 31st July each year, and made available to the IRPW and the general public. 

The IRP has issued a pro forma which can be used by councils to produce a Schedule of Member Remuneration.

Principal councils must also publish a “Statement of Payments” by 30th September each year. This document details all payments made to elected members in the previous municipal year.
