Introduction
The Independent Remuneration Panel for Wales (the Panel) met on Wednesday 12 March.
The aim of the meeting was to:
- review and agree the minutes and summary of the February meeting, note the secretariat and budget updates and review and update the operational plan for 2024 to 2025
- note the updates made to the risk register
- review and discuss the issues for consideration for the Democracy and Boundary Commission Cymru
- note the correspondence sent relating to Community and Town Council compliance.
- review correspondence and provide a response to 2 local authorities
Below summarises the Panel’s discussions and decisions.
Actions, secretariat and budget updates
The Panel agreed the minutes and summary from the February meeting and noted the budget update.
The Panel reviewed and discussed correspondence received from 2 principal authorities and its proposed response to each 1.
Risk register
The Panel were provided with an update on the risk register and approved the final version.
Issues for consideration by the Democracy and Boundary Commission Cymru
The Panel were presented with and discussed several issues (highlighted in the Legacy Report and responses to the Annual Report 2025) for the DBCC’s future consideration.
Community and Town Council compliance
The Panel discussed correspondence sent to the Cabinet Secretary for Housing and Local Government regarding Community and Town Council’s compliance of the Panel’s determinations.
Impact of remuneration on diversity in local government
The Panel noted and discussed correspondence sent to and from Welsh Government regarding the impact of remuneration on diversity in local government.
Any other business
The Panel noted links to legislation on the abolition of the Independent Remuneration Panel for Wales.
The Chair welcomed previous Panel members to the meeting (Julie May, Greg Owens, Ruth Glazzard and Gareth Newton) and thanked them, current members and the secretariat staff for their contribution to the Panel over the years . A short video of thanks, from the Cabinet Secretary for Housing, Local Government was also shown to current and former members.
