The study presents findings on the effectiveness and impact of executive and scrutiny arrangements in Local Government in Wales.

The evaluation has two main aims which are:

  • to assess the impact the introduction of the cabinet system in local government has had on decision-making, democracy and accountability in Wales and to examine the processes to identify lessons for future development
  • seek evidence of how, and to what extent the cabinet system enables effective scrutiny of local government, and to identify policies for future development.
