The Pioneer Area programme seeks to supports local authorities and Communities First clusters to find new opportunities for people to enjoy and take part in cultural activities.

It brings a range of cultural bodies to the table so they can have more of an impact on the lives of individuals and communities. As a pilot year, six Pioneer Areas have been established in Gwynedd, Cardiff/Merthyr, Newport, Swansea, Torfaen and Wrexham.

The programme was evaluated using a multi-method approach.
