Evaluation of the Financial Contingency Fund

This report presents the findings of an evaluation undertaken between July and December 2012. It involved a desk based review of Welsh Government documentation and datasets as well as individual Higher Education Instituions(HEI)/Further Education Institutions(FEI) information. It also involved the development of research instruments and undertaking fieldwork with Welsh HEIs, FEIs and other stakeholders.

The fieldwork consisted of visits to five HEIs and nine FEIs (including focus groups/interviews with a total of 152 students) as well as telephone interviews with representatives from five of the remaining six HEIs and the ten remaining FEIs.
