It focuses on facilitating and co-ordinating digital inclusion activity with partner organisations across the public, private and third sectors to reduce digital exclusion and help meet the policy goals in the Digital Inclusion Framework and Delivery Plan.
The contract runs from 1 April 2015 to 31 March 2017 with the option to extend for a further two years.
The aim of the evaluation was to identify the emerging effects of the programme, including its structural form and operational practice as well as its effectiveness and operational efficiency.
Methods included secondary and primary research, with the latter involving semi-structured interviews, observation and survey work with front-line delivery staff and volunteers, ‘end’ service users and programme stakeholders (e.g. Wales Co-operative Centre staff, Welsh Government officials, members of the Digital Inclusion Programme Board).
