- assess how effectively the Offer is being delivered to families
- provide lessons to inform future delivery
- explore the impact that the Offer is having on parental employability, wellbeing and disposable income and how it may have helped to mitigate the effects of COVID-19 and the impact of the Offer on the childcare sector
