An evaluation of two childcare business support grants designed to encourage new entrants and support existing providers to expand provision.

The evaluation sought to understand the effectiveness of these two grants in increasing workforce capacity and the creation of additional childcare places.

The findings are based on a review of project documentation and broader literature; interviews with key delivery partners and stakeholders.

Primary research was undertaken with grant beneficiaries and those businesses /individuals who were unsuccessful or who withdrew. Feedback was also obtained from a group of businesses and individuals who had not engaged with the schemes at all.

Findings are set out under two areas.

  1. Administering the grant schemes: this includes findings on how the grants were designed and managed acknowledging the impact of COVID-19
  2. Impact: this provides details of some of the benefits of the grant, highlighting the number of new employees and childminders and the creation of new childcare places.   

The report makes eight recommendations for the Welsh Government to consider.
