The provision of cleaning services and materials

The washroom services element of the cleaning services framework (NPS-CFM-008-14) has been widely used by customer organisations, engaging with a number of Welsh based suppliers. However we have received feedback from customers, indicating that the cleaning services element is better delivered locally.

Based on this feedback, together with the success of our cleaning materials framework (NPS-CFM-0026-15) we are proposing a new consolidated cleaning materials and washroom services framework. This new framework will cover cleaning materials and equipment, plus washroom services and will go live before the current framework expires on 20 December 2019.

Customers should note that the cleaning services framework has been extended until 16 December 2019, to allow time for customers to make their own local arrangements or place call offs under the current framework.

New building materials framework

The eTender for a new building materials framework was published on 10 July 2019 with a closing date of 14 August 2019 for receipt of tenders. The new framework will be a combination of lots that are currently in the general building materials, and electrical heating and plumbing arrangements. In addition, there will be scope to allow the purchase of hand tools, small electrical equipment and civil engineering materials.

We are aiming for the new framework to begin in October 2019.We are seeking volunteers to take part in the tender evaluation process which is due to take place between the end of August and mid-September 2019. Volunteers will be required to score the written responses from tenderers to technical questions, against a set criteria. Full training on the use of the award system will be provided, and the evaluation can be undertaken remotely at your desk.

For further information on this new framework, or to express an interest in taking part in the evaluation, please email:

Hand tools and small electrical equipment framework

This framework started on 13 September 2016 and is due to expire on 12 September 2019.

Management Information to date has revealed that the value of spend and engagement against the framework has been modest.

Together with the fact that hand tools and small electrical equipment will be available against Lot 1 of the new general building materials framework, the decision has been taken not to extend the current arrangement after 12 September 2019.
