Item 1: Agree minutes of the previous meeting (12 October 2023)
1.1 The Board agreed the minutes of the previous meeting without comment.
Item 2: Progress update, including communications
2.1 The Director of the Co-operation Agreement presented the progress update which covered the 46 commitments. The Board was grateful for the update and noted that a significant amount of work had taken place since publication of the Annual Report in December. The Board noted the joint paper that had been agreed and published alongside the 2024-25 Final Budget documents, and was grateful to Ministers, Designated Members, Special Advisers and officials for the work.
Item 3: Senedd Reform and Constitution Commission
3.1 The First Minister updated the Leader of Plaid Cymru on next steps in terms of Cabinet discussions following the publication of the Independent Commission on the Constitutional Future of Wales’ report.
3.2 The Board discussed a small number of non-government amendments tabled ahead of the Stage 2 Debate on the Senedd Cymru (Members and Elections) Bill the following day.
