Albert Heaney

Albert Heaney is the Deputy Director General

His responsibilities include:

  • driving integration between health and social care
  • enabling people in receipt of social care to achieve their personal outcomes
  • reducing the numbers of children needing to be taken into care
  • supporting innovative and social value models of service delivery
  • developing new funding models 
  • improving social care
  • social care workforce
  • supporting local authorities and providers and on improving quality and sustainability 
  • delivering the intentions of the Social Services and Well-being (Wales) Act 2014 and the Regulation and Inspection of Social Care (Wales) Act 2016
  • co chair of the Welsh Language in Health and Social Services Partnership Board
  • driving safeguarding arrangements and procedures to ensure the highest standard of practice

Albert has worked in Public Services since the 1980’s. His past roles have included:

  • President of the Association of Directors of Social Services Cymru (ADSS Cymru)
  • Chair of a Children’s Safeguarding Board
  • Corporate Director Social leading on Children’s and Adults Services

He is a member of the Family Justice Board and Chair of the Family Justice Network Wales.
