Overview

We are currently reviewing the Additional Learning Needs legislative framework. The review will look at the clarity and accessibility of the legislative framework. It will consider how to improve the:

  • consistency of understanding the ALN system
  • delivery of the ALN system across Wales

Progress review

We have gathered information from key delivery partners and stakeholders to understand:

  • their experience of delivering the ALN system
  • what practical challenges they face

We have invited a range of stakeholders to share their experience, including:

  • the Education Tribunal for Wales
  • local authorities
  • further education institutions
  • health boards
  • teaching unions
  • the Welsh Language Commissioner
  • the Children’s Commissioner for Wales
  • Estyn
  • Careers Wales
  • Medr
  • early years providers
  • third sector organisations
  • representatives of families 

We have also undertaken a survey of parents and carers, and a survey of practitioners and professionals, as part of our wider evaluation of the ALN system

The information gathered during this review will help inform next steps, to ensure the ALN legislative framework is clear, understood and consistently applied. 

The Cabinet Secretary for Education has committed to updating the Senedd on progress in early July 2025. We will update this page following the Cabinet Secretary’s announcement.
