The 9th annual State of the Estate report on the Welsh Government administrative estate, covering the period 1 April 2016 to 31 March 2017.

This year has been one of consolidation. Although overall costs have increased, space efficiency measures remain at comparable levels to the previous reporting period.

The Welsh Government estate average cost per full time employee was £3,380 at 31 March 2017, which is less than the available comparable figures for the UK Government, Scottish Government and the private sector.

Environmental performance has been strong. Utilities costs have reduced by 10.7% and carbon emissions by 9.8%, to 6,259 tCO2.

2020 targets for both carbon reduction and recycled waste, have been exceeded, at 51% and 81.5%, respectively from the 2010-11 baseline.
