Thresholds and criteria for Developments of National Significance

This report examines new and existing categories of development to determine whether they should be included within the ‘Developments of National Significance’ regime.

The report considers data obtained from all local planning authorities and national park authorities in Wales across 13 categories of development. These include:

  • open cast coal mining
  • large scale commercial, leisure and retail development
  • energy storage
  • gas and diesel powered turbine energy generation.
The report:
  • determines the likelihood of such a project arising in Wales
  • considers whether the development is of national significance by way of its complexity and impacts
  • considers whether the project is infrastructure of a strategic nature
  • reviews the consenting performance of local planning authorities
  • determines what would be considered an appropriate threshold for development.
