The report makes recommendations to improve the deliverability of housing developments.

This report identifies reasons why proposed housing developments that are assessed as deliverable during the Local Development Plan preparation process are becoming stalled due to viability issues at later planning stages.

It also makes recommendations covering all stages of the planning process, from site identification during the preparation of a Local Development Plan to the assessment of sites at the development management stage.

A revised version of this report has been published (in February 2017) due to an error in Table 2-1. The Affordable Housing Viability Studies for Carmarthenshire and Newport were incorrectly attributed to ‘Three Dragons’, whereas these studies were carried out by Andrew Golland Associates and Dr Andrew Golland respectively. We apologise for this error.
