We want to improve the timeliness and their usefulness of Joint Housing Land Availability Studies. So we commissioned research to examine their usefulness and the process of preparing them.

Local planning authorities in Wales are required to prepare annual Joint Housing Land Availability Studies. These demonstrate whether they have a five-year supply of land for housing.

The objectives of the research were:

  • to assess whether the Joint Housing Land Availability Studies provide useful information for local authorities, Government and business;
  • to assess whether the process of preparing the Studies remains appropriate and to identify opportunities to streamline it and improve its usefulness;
  • to review how the Studies are co-ordinated and tested and make proposals for a robust mechanism for doing this in future; and
  • to assess whether the content and format of the Study reports remains appropriate and, if not, to identify an alternative structure for future reports.

The research report presents the findings and sets out recommendations for the future operation of the Joint Housing Land Availability Study process.
