Houses in Multiple Occupation (HMOs) review – Report of findings

This report examines the extent of concentrations of HMOs in Wales and looks at ways to address the issues associated with them.

The report makes recommendations about both local authority practice and potential changes to regulations to improve the management and control of HMOs.

The Welsh Government understands the contribution that HMOs make to providing homes by offering housing to people who are unable to buy or rent larger accommodation. The research was commissioned due to concerns about the impact of HMO concentrations in some areas. The research found that the incidence of HMO concentrations across the whole of Wales is relatively limited and it therefore focussed on those areas where HMO concentrations were of concern.
