This research examines what prevents timely decisions for housing developments and gives recommendations to improve the decision-making process.

The need to improve the timeliness of planning permission decisions was identified in the Independent Advisory Group’s report, ‘Towards a Welsh Planning Act: Ensuring the Planning System Delivers’.

The research analysed evidence from applications for housing developments. The research indicates that there are common problems and barriers in the planning system. These result in delays in making planning decisions for housing. It recommends a 3 stage system with each having a fee and a target timescale.
