The appeal is allowed and outline planning permission to build up to 150 homes; create open space; new roads and associated infrastructure has been granted, subject to conditions.

The appeal against Cardiff County Council’s refusal was subject to an inquiry. The Inspector appointed to hold the inquiry prepared a report for the Welsh Ministers.

The Minister for Housing and Regeneration accepted the Inspector’s recommendation that the appeal be allowed and that outline planning permission for residential development and new road access be granted, subject to conditions.

The Decision Letter contains the reasoning behind the Minister’s decision to approve the appeal and grant planning permission, subject to conditions.

The Decision Letter in paragraph 61 does not make explicit reference to the planning permission being granted subject to conditions.  The Correction Notice Letter corrects paragraph 61 of the Decision Letter by making explicit reference in the formal decision to planning permission having been granted subject to conditions.
