The Green Book provides analysis of the Standard Spending Assessments by individual services used in the calculation of the revenue settlement for Unitary and Police Authorities in Wales.

It is an important part of the Welsh Assembly Government’s policy to provide greater transparency in the publication of the annual local government revenue settlement. The Green Book provides information on each authority's share of the SSA allocation at the level of each component service within the settlement.

When working out Standard Spending Assessments, the population, social structure and other characteristics of each authority are taken into account. The formulae cover the main service areas: Education; Personal social services; Fire; Transport; Other services; Debt financing. Local government are consulted on during the development of these formulae. The indicator-based assessments (IBAs) for each service category are not spending targets.
