The Welsh Government commissioned the Public Service Staff Commission to review and advise on the appropriate use of non guaranteed hour arrangements in the devolved public services in Wales.

This non statutory guidance has been published to enable public service organisations and their recognised trade unions to work together to actively review and consider the arrangements they have in place for non guaranteed hours both now and those which will be required in the future.

Public Bodies within the scope of this non statutory guidance are detailed on page 9 of the guidance and include (but not limited to):

  • Local Government (including Town and Community Councils).
  • Local Health Boards and Trusts.
  • Welsh Government Sponsored Bodies.
  • The Higher Education Funding Council for Wales.
  • Fire and Rescue Authorities.
  • National Park Authorities.
