How the Supporting People National Advisory Board supports the work of the Supporting People Programme.

The Supporting People National Advisory Board (SPNAB) provides advice to Welsh Ministers. Its purpose is to ensure that the Supporting People Programme is focused on meeting the housing related needs of vulnerable people.

Mission Statement

The Board will provide:

  • strong leadership
  • a clear strategic direction
  • a well defined programme.

The Board’s role

The Supporting People Programme Grant Guidance (Wales) describes the role of the Board in more detail (pages 12 - 13). 

Board Membership

The Board includes 11 representatives nominated from the following organisations/groups:

  • Welsh Government
  • Welsh Local Government Association 
  • Association of Directors of Social Services Cymru 
  • Public Health Wales
  • Community Housing Cymru
  • Cymorth Cymru
  • Housing Leadership Cymru 
  • Wales Community Rehabilitation Service 
  • Supporting People Information Network (SPIN)
  • SPIN Chair of Governance
  • SPIN Chair of Strategic Finance and Research
The Board includes three independent individuals, appointed through the public appointments process. The three independent members are:
  • Dr Kerry Bailey (SPNAB Chair)
  • Helen Northmore
  • Daniel Groves.

Welsh Government officials provide the Board’s secretariat and links to wider Welsh Government policy areas. Other officials attend as required.

The Board meets 4 times a year. In addition, Members of the Board meet regularly with the Regional Collaborative Committees that have been established to plan and deliver the Programme across Wales.
