This report was commissioned to examine models for distributing Supporting People funds to local authorities.

Supporting People is a Welsh Assembly Government programme that provides funding for housing-related support services for vulnerable people.

Funds are currently distributed to local authorities and service providers based on past patterns of spending.

The report explores the following four models:

  • historic allocation; 
  • informed judgement; 
  • allocations for similar services; and 
  • statistical analysis of needs and costs.

The report also analyses the positives and negatives of each system and makes recommendations for the future of Welsh Supporting People funding throughout local authorities.
