This Statutory Guidance is aimed at Local Authorities. It sets out the process that they must follow when consulting tenants on proposals to transfer the council housing stock to a Registered Social Landlord.

Amendments to the Housing Act 1985 mean that local authorities must now consult tenants by ballot before transferring housing stock to a Registered Social Landlords.

This Statutory Guidance should be read in conjunction with the ‘Stock Transfer Guidelines 2009’.
