Guidance telling local authorities how they can help improve private housing that is in poor condition.

This guidance explains the purpose and content of the Regulatory Reform Order on Housing Renewal, which came into force on 18 July 2002. This Order has important implications for local housing authorities because it repeals much of the existing prescriptive legislation governing the provision of housing renewal grants and replaces them with a new wide-ranging power to provide assistance for housing renewal.

The majority of the guidance is in Circular 20/2002, which remains in force, however there are some new and amended annexes accompanying it. Where an annex has been replaced refer to the new version available to download separately from the circular.
