Provides a framework to plan for the housing needs of ex-offenders returning to the community from prison.

The lack of housing and related support prevents many offenders from being effectively rehabilitated in the community. 'The Link Protocol Wales' aims to  help agencies work in partnership to meet the housing needs of ex-offenders and so support their rehabilitation. The Protocol describes the responsibilities of:

  • statutory housing authorities' duties towards the prevention of homelessness
  • prison, probation service and Youth Offending Teams' commitment to effective resettlement/rehabilitation and reducing re-offending
  • housing Associations, the voluntary and private sectors in housing and supporting ex-offenders
  • all parties' contribution towards community safety and community cohesion objectives.
