Functions of Health Education and Improvement Wales

Following meetings between the Welsh Government, Cardiff University and NHS Shared Services, the functions that will transfer into HEIW on 1 April 2018 have been agreed.

The areas to transfer are:

  • all of the Workforce, Education and Development Services functions within NHS Shared Services, alongside the direct support functions currently undertaken by the Finance Team
  • all of the functions currently undertaken by the Wales Centre for Pharmacy Professional Education
  • the entire Deanery functions within Cardiff University, excluding the Welsh Institute for Minimal Access Therapy facility.
  • the management of the all-Wales medical Service Increment for Teaching. 

Transfer of Undertakings (Protection of Employment) Regulations 2006 may apply to staff affected by the transfer of these business areas. Cardiff University and NHS Shared Services will formally consult with the relevant Trade Union Representatives or/and Employee Representatives.The details of the staff transferring will not be known until the formal consultation process has concluded.

The Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) may apply to staff affected by the transfer of these business areas.  Cardiff University and NHS Shared Services will formally consult shortly with Trade Union representatives and staff on issues relating to the transfer. Staff will have the opportunity to ask questions at 1:1 or collective consultative meetings. A staff engagement plan is being finalised and further details will be provided soon.

We will be issuing a TUPE Frequently Asked Questions document this week which we hope will provide some clarity around the regulations and the protection they provide. TUPE workshops and Dealing with Change training sessions will be offered to all staff affected by the transfer. Further details will be provided via each employer.
