Adoption arrangements for sewers and lateral drains

Legislation that affects the construction of new sewers and lateral drains which connect to the public sewer system.

Private sewers and lateral drains were transferred to the sewerage undertakers (water companies) on 1 October 2011. Following this, a new process was introduced from 1 October 2012 for all new connections to the public sewer system. To prevent new private sewers and lateral drains being created in the future, all new sewers and lateral drains connecting to the public sewer system must be agreed with the sewerage undertaker. The agreement will contain conditions on construction standards and mandatory adoption by the undertaker.

The construction standards in the agreement must include standards published by Welsh Ministers. But it may differ from those standards by joint agreement.

We have published:

  • the Welsh Ministers’ Standards for gravity foul sewers and lateral drains,
  • guidance on the implementation of this new process.

Private sewers and lateral drains connected after 1 July 2011

The introduction of this new process triggered another transfer of private sewers and lateral drains connected to the public system between 1 July 2011 and 1 October 2012. This happened on 1 April 2013.
