In March 2011, we published the results of our three year project that mapped how much energy could be created in Welsh Territorial Waters (TWs) from current marine technologies.

The project was called the Marine Renewable Energy Strategic Framework led by RPS consultants on our behalf. The project was undertaken in three stages.

Stage 1

Stage 1 started in 2007. Stage 1 focused on:

  • literature reviews;
  • data gathering;
  • stakeholder engagement; and 
  • Geographical Information Systems (GIS) mapping.

The project has developed an interactive mapping system that illustrates:

  • the energy resource in Welsh waters;
  • environmental baseline data; and
  • the constraints that might obstruct marine development in certain locations.

Stage 2

Stage 2 gathered data and produced reports during 2009-2010. The studies were commissioned to increase the knowledge base for key data gaps in Welsh TWs as part of the Stage 1 exercise.

The reports included:  

  • Desktop Review of Marine Mammals and Risks from Underwater Marine Renewable Devices in Welsh waters (Phase 1);
  • Studies of Marine Mammals in Welsh High Tidal Waters (Phase 2);
  • Desktop Review of Birds in Welsh Waters and Preliminary Risk Assessment from Underwater Marine Renewable Devices in Welsh Waters;
  • Assessment of Risk from Underwater Marine Renewable Devices in Welsh Waters - Field Methodologies and Site Assessments; and 
  • The Potential for Interaction between Wave and Tidal Stream Devices with Military Interests in Welsh Waters

Stage 3

Stage 3 drew on the findings of Stages 1 and 2 and produced the final report “Marine Renewable Energy Strategic Framework for Wales: Approach to Sustainable Development” . This report and the GIS mapping are the final outputs of this project.

The findings show that even when the environmental and technological constraints are taken into consideration, there is still the potential for Welsh waters to produce power for up to two million homes per year.
