Children have special educational needs if they have a learning difficulty which calls for special educational provision to be made for them.

Code of Practice for Wales

The SEN Code of Practice for Wales provides practical advice to Local Education Authorities, maintained schools, early years settings and others on carrying out their statutory duties to identify, assess and make provision for children’s special educational needs.

It helps them to carry out their statutory duties, identify, assess and make provision for children’s special educational needs (SEN). It became effective on 1st April 2002.

Information for carers of young people who may have special educational needs

The booklet is aimed at parents and carers, to help them understand:

  • what special educational needs are
  • what a parent or carer should do if they are worried that their child may be having difficulties at, or before, they go to school
  • how the parent or carer can help their child 
  • what early education settings and schools can do to help their child 
  • what local authorities (LAs) and other services can do to help their child 
  • their rights and their child’s rights
  • the main principles of the Education Act of 1996 
  • the main principles of the SEN Code of Practice for Wales 
  • who to contact for advice.
