Review of the structure of the qualification market in Wales
The Education Minister has announced a review of the structure of the general qualifications market in Wales.
The review will look at the impact of the market structure on standards in GCSEs and A Levels and will also assess the effectiveness of the structure - identifying options for change and recommendations. The review will report to the Minister in May 2012.
The Minister for Education and Skills, Leighton Andrews said:
"As the Minister with responsibility for the regulation of qualifications in Wales I am very concerned about the impact of recent allegations on the security of examinations and on public confidence in our GCSE and A level qualifications.
"My main concern is that this structure should deliver for our pupils and contribute to driving up standards. This review will assess how well the current system is working and whether this is having an impact on standards. It will also consider possible alternative models and international comparisons."
The review panel has three members, all with extensive and recent experience of the education system in Wales. The reviewers are Bethan Guilfoyle, Paul Croke and Michael Griffiths.
Bethan Guilfoyle CBE DL
Originally from Carmarthenshire, Bethan Guilfoyle was headteacher of Treorchy Comprehensive School for 15 years until she retired from the post in April 2011. She is a member of the Ministerial Advisory Group for the Department for Education and Skills, a council member for the Higher Education Funding Council for Wales and Chair of the Corporate Governance Committee for the Department of Health, Social Services and Children, Welsh Government. She has also been Chair of the DfES Corporate Governance Committee, a governor of the University of Glamorgan and Chair of the University's Student Affairs Committee.
Immediately prior to taking up the role of Education Commissioner at Blaenau Gwent in September 2011 she worked for Rhondda Cynon Taf local authority education department.
Paul has spent his entire career in the further education sector in Wales. Initially he taught English at Crosskeys and Pontypool Colleges before becoming Assistant Principal at Swansea College. Paul became Principal of Gorseinon College in 2000. This was followed by nine years as Principal of Yale College of Wrexham - a College of 14,000 learners, over 1,000 of whom study A levels. During his time in charge of Yale, the College achieved record examination results and ESTYN inspection grades, including a total of 19 grade 1s in two inspections. The College also won the overall Wales Quality Award and in his last two years published Welsh record surpluses for an FE college. Paul retired as Principal of Yale College in August 2011.
Paul is a graduate of Kent University and followed his initial degree with post graduate qualifications at the Universities of Oxford, Cardiff and Glamorgan. Paul is a former Vice Chair of Colegau Cymru and is a Fellow of the Royal Society of Arts.
Michael was Headteacher of Cardiff High School for fourteen years until August 2011. He was Headteacher of Barry Comprehensive School for six years prior to that.
Michael was the first Chair of the iNet (International Networking for Educational Transformation) Wales Executive and seconded to Welsh Government in 2008 as a professional adviser on the School Effectiveness Framework. He was also an NPQH (National Professional Qualification for Headship) tutor, co-authored the review of PHIP (Professional Headship Induction Programme) and was part of the UWIC (Cardiff Metropolitan University) Research Team evaluating the GTCW (General Teaching Council for Wales) Chartered Teacher Pilot.
Michael is a Board member of the National Dance Company of Wales and a member of the Governing Body of a Cardiff primary school.
