ULN Stakeholder forum - June 2013

There has been an overwhelmingly positive response and recognition of the potential of ULN to improve services to learners.

During March and April of this year the Welsh Government (DfES) has been undertaking a Review to understand how the Unique Learner Number (ULN) into schools project worked through 2012 and how the ULN update based on the January 2013 PLASC return is working at the moment.

The review is seeking the views of a sample of Local Authority schools data teams and secondary schools to find out whether changes to improvements and processes need to be made to the WG ULN Service for Schools, based on feedback about the Service, technical process, performance of individuals involved and future requirements.

Feedback across the workshops has identified a number of themes, including:

  • The need to simplify systems by aligning them to ULN as a sole identifier.
  • The need to capture fuller details of achievement (including literacy and numeracy skills) clearly indicates a perceived need for extending the ULN to all learners, rather than starting at age 14.
